That Qinghai province will keep pace with the nation to realize the grand goal of constructing an affluent society in 2020 was put forward by the 11th Party Congress of Qinghai province. Safe high-effect modern transportation provides an forceful guarantee to Qinghai for entering the high speed developing period. Since 1999, Qinghai province expressway construction start from scratch. In the past nine years, Qinghai province has achieved enormous achievement. However, Qinghai province expressway construction still in its primary stage of development and in general lagged far behind compared with the surrounding provinces, and it can't adapt to the socio-economic development and people's improved living standards. According to Qinghai province expressway network planning, the expressway is being built and the coming expressway is promised to reach 6,209 km. The construction work will be quite arduous. Therefore, it is significant to research the construction model (technical policy) of expressway in Qinghai province.Firstly it expounds the natural and geographical characteristics of Qinghai province and Qinghai province's expressway network planning. And it requires that Qinghai province expressway construction area should be divided into several parts. That is, eastern agricultural area highway, western Gobi desert area highway and southern alpine-arctic pastoral area highway. Through surveying and anglicizing the road technical conditions of three areas and drawing on the domestic similar area construction experience, I proposed four kinds of expressway construction mode which is suitable for the construction of Qinghai province expressway. It includes integral new mode, integral reconstruction model, and separate reconstruction model and installment construction mode. At last, it puts forward-the technical standard and suggestion of expressway construction model (technical policy) of three construction areas, including:the route alignment, roadbed and pavement project, bridges and tunnels, route intersection, close and assist road, traffic engineering, environmental protection and landscape design etc.This paper researches on the unique geographical and humanistic features of Qinghai province, and puts forward the technical standard and suggestion of Qinghai province expressway. This research provides a basis for Qinghai province expressway construction, expressway construction other similar western areas and relevant state policy.
