For the main function and changes of arterial highway network in the new period and incomplete details layout method currently used in network layout, this paper deeply analyze the function and role of network in the planning period of highway networking, rural roads densification and large-scale of towns and urban roads, to guide planning area transportation node choice in the new period. Aimed at incomplete details of total traffic flow control method in planning highway network theory, it puts forward that importance degree and spacial connected circle were used to optimizing network distribution based on laminating network optimization tree. By adding virtual transportation node, links and mutual influence between different levels transportation nodes considered, laminating network optimization tree is calculated, spacial connected circle settings is added to construct improved 0-1 integer planning mathematical model as a constraint condition, and get the network layout method of planning space form accord with actual network geometric features. The main features of this paper include:1) Deeply analyze the role and function of the different types of arterial highway network in the new period——highway networking, rural roads densification and large-scale of towns and urban roads, and to guide the transportation node choose of the planning area.2) Put forward the defects of the popular network layout method, and proposed the concept of laminating network optimization tree. By adding the constraint condition of "spacial connected circle", this paper building the improved 0-1 integer planning mathematical model to perfect the highway network layout optimization theory.3) Through the arterial highway network layout of Shaanxi province, proves this method has certain adaptability and improvement in the final network layout.
