Low carbon economy era has come with the symbol of development and efficient usage of renewable energy, the wind power is one of a major means of developing and utilizing the renewable energy resources. The capacity of winding mills grows rapidly, which accounts for a significant proportion of energy utilization. Meanwhile, the wind power technology has massive progress, and the wind turbine technologies to adapt all the environments are emerged constantly.The wind resources are rich in most areas in north and northwest in China. In recent years, some wind development projects in Yunnan, Qinghai are all at high altitudes lands. According to the national standards, it is necessary to consider the influence of the climate change about the wind turbine when the altitude is more than 1000 meters.Based on the statements above, this paper firstly studied the development situation of wind power technology in China and all over the world, then we discussed the influence of climate and wind turbine caused by the increasing altitude, and focused on the improvement of power curve, electrical control system, cooling system, radiation, anti-corrosion and lightning-protection design on the basis of lower altitude, designed for improved wind turbine that is suitable for plateau.There are generally four aspects regarding the effects of increasing altitude on climate: (1) Atmospheric pressure and air density decrease; (2) Solar radiation reaching the surface of the earth increases; (3) The temperature is decreased, small difference in yearly temperature but big in daily temperature; (4) Other effects, for instance, absolute humidity is lower; the rainfall is smaller; annual downburst days are more, wind speed changes quickly; lower temperature duration increases, soil temperature is lower, freezing time is long etc.The effects of increasing altitude on climate and wind turbine can not be ignored, for instance, the rated output is unstable and easily appears to overload or low load situation; blade aerofoil of aerodynamic performance decreases; lubrication part can not keep good mobility; spare parts and electric equipments are low temperature and fatigue failure; the rates of lightning strikes on electric equipments have risen etc, security risk exists in all of them.Based on the wind power plant in Yunnan Luoping Mountain, low altitude wind turbine was improved and designed on the following aspects: the power curve, blade, transmission parts, cooling system, motor, electrical control system, converter, solar radiation, lightning-protection etc. The results show that the improvement of the wind turbine can better adapt to plateau. Meanwhile, the paper described technically the wind turbine W1250Hn type machine, main parameters and main parts in detail.With the development of wind power in China and all around the world, the plateau type of wind turbine will be further improved and optimized in order to cater for the requirement of the market.
