In 2006, Guangzhou put forward "readjustment of the Middle" strategy of urban development and " The most philanthropic and benevolent community"—the goal of development in succession, urban development from "incremental" to "stock" development, urban renewal is the important meathod. The work of relocating is the first job,and the removing compensation work directly relates to the success of the urban renewal. But in recent years, due to the improper compensation and resettlement for people being involved,it has caused many contradictions and disputes which are unfavorable factors attracting the attention of the society, Therefore, the perfecting of the removing compensation policy is the key factor. This thesis discusses compensation for urban housing removing from policy and operation's angle.This thesis shows guangzhou's compensation policy of housing demolition since the 1980s, and summarizes the policy's changing trends, By comparing urban-house removing compensation policy with the constitution, the property law and the administration of urban real estate, it comes up with legal defects of compensation policy of urban-house removing, and gives the meathods for the rationalization of urban-house removing compensation policy.The maturity of compensation and resettlement policy can perfect the work of urban-house removing.By analyzing the way of assessment of guangzhou's compensation policy, estimating the land compensation, learning the marketization of development rights, the thesis put forward" the right of monetary correction" market and evaluation index system for land use right,in order to ensure the legitimate interests of the persons being relocated, In addition,through the analysis the situation of the people involved in relocating, this thesis attempts to solve the contradictions of public and private interest by referring the transfer of development rights and reasonable allocation of resources and control from town planning's angle, which can help guarantee the possibility of reasonable compensation.
