With the development of economy and society, the expressway of China is developing fast, whose traffic mileage has come up to 65000km at the end of 2009, ranking the second place over the world. From 2002 China has been researching in weight-calculating charge system. As this process goes on smoothly, the system has gained the common acceptance.To a certain degree, this system constrains the over-freight phenomena by charging, which guarantees the smooth traffic flow of the expressway. However, some drivers of the over-freight trucks pass the weighing platform in a non-normative way, trying to escape the charge. And this at the same time causes the congestions of the charge lane, which prevents the traffic going smoothly. In order to constrain the non-normative behaviors and reduce the damage of the expressway that caused by those over-freight trucks, the charge management centre of traffic department in Shaanxi province has decided to resolve the current problems by improving the software of the weighing equipment, which is expected to improve the safety of running vehicles on the expressway.This dissertation starts its analysis with the working principles and the components of the weight-calculating system, investigating the trucks that pass the weighing platform non-normatively in 11 main toll stations on expressways in Shaanxi province and comprehending the detailed situation of those trucks. Accompanied with the model experimental study, the data is collected and analyzed, which helps conclude the influencing factors in that process and gains the mathematic formula as well as the revised program for those non-normative passing trucks. The pilot study has been carried out in Xinzhu toll station of the expressway since the November in 2009, which perfects the revised program.This article has a certain practical significance in the standard weighing processes and in realizing a more reasonable charging system.
