Since 1950, the workers'residential district associated with industrial enterprises begins in the administrative system of China. the residential district of our country turns to be commercial with the innovation of economic system, some units business has declined, a large number of workers lost their work and spiritual needs. the inhabitant evironment quality dropping step by step.ChongQng,as a the provisional capital of anti-Japanese war and the city of three-line construction, has many state-owned, collective industrial enterprises. In recent years, with Chongqing's structure of urban development and industrial restructuring.Most of the old industrial factory change to the suburbs, small factorys solve the problem easily because of the small number of workersand family area, the special of the settlements resistance has been weakened. It will be different for the large-scale industrial factory, recently, Chongqing's large industrial factory, including the chongqing steel,Chongqing beer, Jialing, Yangtze River power , construction industry .Because of the larger scale , workers settlements are difficult to be a short-term relocation. Most residents of the original units are retired workers or laid-off workers who are uncompetitive in the society. The workers'community is still inhabited by a large number of such workers, with low-income and poor living environment.ChongQing's industrial workers'settlements are developing with the country's industrial development , As the number of employees to be bigger and bigger,.the workers'residential district has gradually increased to match the scale of the factory, These year in Chongqing, with the relocation of industrial factory suburbanization, the original settlements become a problem. The topic is whether the workers'residential district can be better in the current process of urban development of ChongQing.On the other hand, the point of the sity's development is the urban redevelopment. From 2007 to 2012, ChongQing will invest 100 billion to the main city inhabitable area. In 2010,it plans to modify 103 inhabitable houses, for 5.53 million square meters. The number of inhabitable houses in main city is up to 7.86 million square meters, involving a total of 138,800 families or 46.7 million inhabitants, 60% of which are low-income families.Which Involved a lot of large-scale industrial factorises'settlements, especially in ChongQing steel, heavy steel, etc. Over the past decade, reconstructions of old residential in ChongQing are mostly initiated by the Government. In fact, basing on the same working environment, the workers'residential district is quite different from the streets'settlements,which had a more harmonious neighborhood, it will be more conducive to the development of workers'residential district into the character . Meanwhile, the existing large number of people we have retired elderly residents is concerded to be important.At the same time, ChongQing's public security housing construction has developed.Recently, Chongqing frequently affords housing policies. By the planning, the main city of Chongqing is expected to have 20 million square meters within 10 years, about 335 000 units, in order to solve the housing problems of 30% of low-income groups. If we can combine the process of settlement and urban development of public security housing system,it will be better to solve the housing problems of urban low-income groups, more importantly, it helps to realise the reasonable use of the citi's land value. At the same time,the environment and location of the workers'residential district are big advantages.Through transformation models, we can combine with good neighborhood relations and housing policy to realize the benefit of both government and work-residents.
