The safety of the the Railway Tunnel Operations was very important to the steady developing of the society and economy. A tunnel safety evaluation system must be established in order to make a comprehensive evaluation of the running safety and improve the running safety quality of the tunnel.This paper sets out from systemic idea, uses the principle of safety system engineering to analyze and study the problem of the Railway Tunnel Operations, the aim is to reduce the occurrence of accident of the Railway Tunnel Operations. The main research content and the achievement are as follows:(1) Introduced the way of "the fault tree" to probe into the particular process of accident happens of the the Railway Tunnel Operations, and carried on qualitative analysis, then found out the way to prevent the accident.(2) The dangerours elements of the Railway Tunnel Operations have been analyzed and studyed. In the light of the general principles of the evaluation system, the principle to establish a evaluation system of the traffic tunnel has been made certain.(3) The traffic tunnel safety evaluation was established. From a systemic thinking, this study first analyze the dangerous factor in the running of the tunnel, with the principles of setting up a commonly evaluation system, the principles of establishing the traffic tunnel safety evaluation system was confirmed, then, through the analysis of the characteristic and the structure of the traffic tunnel safety system, chosen the indexes by a conjoint way of integrated the qualitative and quantitative, at last, made the indexes quantifiable and assured the proportion of every index by AHP.(4) A fuzzy synthetically evaluation model of traffic tunnel safety system was set up. After the quantitative indexes were assured, fuzzy math way was chosen to set up a two-grade fuzzy synthetically evaluation model of traffic tunnel safety system to evaluate the running safety of a traffic tunnel.(5) At last, the practically value of the study of the established evaluation system and the evaluation model were proved by the example of NanLing railway tunnel. The result shows that the method has better adaptability and can objectively reflect the status of tunnel operation.(6) In order to identify the state of the tunnel-liner, we established tunnel-liner's reliability safety evaluation and managerial baseline through nonlinear analysis, at last, we give some advice on how to regulating the representative diseases of tunnel.
