There is a variety of risks in the process of underground project construction, and some potential risk is not easily identifiable. During the process of construction process, accidents are happening as a result of the poor engineering safety management of security, and the accidents inevitably cause significant economic losses and social impact. The security risk management of underground is the core technical problems, which the development of underground space and construction of rail transportation face. In order to build security risk management system, the implementation of effective risk management in the process of underground construction and carrying out risk assessment in the process of construction are very important. On the basis of the application of risk management to the process of underground project construction and identifying risk factors related to underground works, a safety management index system will be built. The building of the safety risk management system is propitious to increase the awareness of risk management and the capabilities of risk management of the participants', so as to reduce or avoid the possible security risks and losses in the stage of construction.In this paper, the establishment of underground construction safety risk index system is based on the research of theory of risk management and analysis methods of risk, taking into account of the characteristics of underground engineering. The index system considers the mechanism of the occurrence of the risks of underground construction, and combining methods of risk identification such as fault tree analysis,risk checklists method. The stage of underground construction work is the emphasis of the establishment of the index system, and the establishment of index system has considered different respects of the risk management of underground project. Owing to the lack of enough data on the safety situation of disaster, the AHP and fuzzy comprehensive assessment method can be used to assess the probability of the probability of the risk, and then construct the safety risk assessment model of the underground construction based on fuzzy comprehensive evaluation.The security risk management system of the underground construction is established based on the work above. Based on the ESRI's ArcGIS Engine development platform, the system uses the Microsoft Access database management as the backstage management, and combining of geographic information system. The system includes four modules, that are risk identification,risk assessment,index system updated and dynamic monitoring of construction. With the adoption of the research achievement for the safety risk management in underground engineering construction in this dissertation, a application research has taken into the safety risk management in the Han Yang port railway tunnel construction.To establish the corresponding dynamic forward-looking system before construction, we can take the scientific analysis to all the potential risks of the process of construction. In the process of construction, in order to complete index system and assist to predicting, the monitoring information should to be considered. Therefore, we can identify the risk sources and uncertainties early, then take appropriate security measures in effectively to reduce the risk of loss caused, and implement the dynamic management and information construction.
