With the development of the South-to-North Water Diversion Project in China, the significance of the southern region of Shaanxi Province as a water source of The Danjiangkou Reservoir is becoming more and more obvious. However, the construction of infrastructure in small towns of Southern Shaanxi does not fulfil the fundamental needs of production or living, nor does it meet the requirements of a water source in the South-to-North Water Diversion Project. Under these circumstances, how to proceed the infrastructure planning and construction in those small towns is a critical issue concerning the whole project and their social economic development.Along with the water diversion project, the study on the eco-compensation mechanism is gradually improving, making a lot of new progress. To establish the eco-compensation mechanism as soon as possible is becoming a hot issue that the society is paying close attention to. NPC and CPPCC members have submitted several related proposals, and scholars are conducting series of research work. Besides, the central and local governments are also exploring methods and measures to conduct the eco-compensation mechanism actively. Under these circumstances, what kind of characteristics should the eco-compensation mechanism of Southern Shaanxi Basin have? How to establish it? How to combine the infrastructure planning and construction with it? How to make full use of it to step up the infrastructure construction? What kind of approach should be adopted to construct infrastructural facilities in those small towns? All the above questions are quite important concerning the development of those small towns in Southern Shaanxi.The current study takes a typical small town in Southern Shaanxi--Danfeng County as an example to explore its infrastructure planning and construction model as well as the eco-compensation mechanism in the Danjiang River Basin in the integration of its problems in process of development. On this basis, starting with the connections among the eco-compensation mechanism, ecological construction and infrastructure construction, the current study seeks to find out a way to use the eco-compensation mechanism so as to promote the infrastructure construction which aims at improving ecological services in Danfeng. Further more, the paper also discusses the feasibility to promote the Danfeng Model to other small towns in Southern Shaanxi, and the adoptability of its eco-compensation mechanism in the Hanjiang River Basin, thus paves the way for making out the ecological development model for small water source towns in Southern Shaanxi.
