| Since the social economy has been developing so fast in China, an increasing demand of water resources poses a great challenge due to the critical shortage of water resources in China. There are the largest number of reservoirs having been built in China of the world. Reservoirs, which play a significant role in relieving situation of flood and drought, developing economy, guarding people's living by optimizing spatial and temporal distribution of water resources, are important to national economy as a kind of infrastructures. Unfortunately, scheduling disciplines for many reservoirs are limiting the maximum utilization of flood resources. Reservoir'scheduling discipline based on single flood control level is not fit for exerting more benefits of floodwater.As a big reservoir, Qinshan reservoir is operated based on regulating mechanism of the single flood control level. The beneficial result of this method apparently fails to satisfy the social requirement. Therefore it is necessary to elevate the flood control water-level to meet the needs of social development. Water conservancy projects in upstream and downstream, channel regulation of Dongtiaoxi River as well as reservoir reinforcement project create a good condition for adjusting storage level for Qinshan reservoir. So it is necessary to raise the flood control water-level in a scientific way for a better optimizing utilization of water resources and exerting comprehensive benefits of Qinshan reservoir in the premise of flood safety.According to the principles of "flood control planning of Dongtiaoxi basin" and "flood control planning of Hangjiahu basin", the principle of rain and flood of this basin has been fully studied, additionally, we analyzed the method elevating the flood control level based on water requirement and safety of flood protection. Furthermore, according to the reservoir downstream water conservancy project construction and improvement, we compared the existing research to extract more benefit of flood water and discuss the necessity, feasibility of elevating the flood control level, as well as some problems focused on the reservoir. The research result shows the conclusion that Qingshan reservoir has been qualified to elevate the flood control level, in addition, the reasonable proposal of division of flood control level was made, and some problems that the reservoir facing was analyzed, finally some solution schemes were proposed. |
