By contrast with highway or freeway transportation, the intercity passenger dedicated railway line transportation is superiority; it can carry more passengers and is pollute little, faster velocity, on time and comfortable. Along with economy develop in our country, several flourishing economic areas have already form. In these economic areas, the intercity passenger dedicated railway line can improve the efficiency and the service of transit between cities, further boost the economic development as well as.Targeted speed is not only a vital parameter in traffic technology of high-speed passenger dedicated railway line,but also a basic condition to show its superiority in competition with other passenger transportation means.At the same time,it is an essential data used in research and implementation of various issues such as construction design standards,locomotives and rolling stock manufacturing,traffic control technology,traffic and economic analysis of high-speed passenger dedicated railway line.In the first place, this paper based on the targeted speed application and developing status in China and abroad, the technical and economical analysis method of passenger dedicated railway line targeted speed was defined. According to the composition of the sitution for passenger traffic, passenger travel purpose and trip distance, the travel time choice of passenger flow was discussed by analyzing the time of others representative type of ChengYu Corridor; In the second place, the effect factors of passenger flow was discussed, including construct investment, EMUs investment, operation costs, the value of passenger time savings, relationship between tariff levels and passengers'pay capacity and so on. At the same time, using the maximum benefit principle, the paper compares each paln by using difference Net present value and eventually gets the best targeted speed and explores its adaptive; In the third place, the paper analyses the kinds of the train. Though analying the capacity of the line, economic benefitsand time target, the paper gets the targeted speed of all kinds of train. Finally, though analyzing effection that the targeted speed and passenger fares give the passenger dedicated railway line's operation benefits, the paper establishes the bi-level programming that based on the biggest operational efficiency and passengers'smallest traffic fares, and gets the best operational speed of Cheng Yu inter-city passenger line by iterative algorithm.
