Great changes on water resources have taken place in Liaocheng City due to the growth of its population and the rapid development of economy society. The fully-exposed conflict of water resource shortage, extending areas short of water and the intensity of the problem have become the major problems hindering the economic development of the County, which has directly impacted the sustainable development of economy society. In this thesis, on the basis of the literatures on water resource prediction and its most optimum distribution and by analyzing most optimum distribution of water resource, the problems existing in water resource distribution have been analyzed, and research on most optimum distribution of water resource has been conducted.In the thesis, applicable water resources of Liaocheng City have been evaluated, and problems existing in efficient utilization of water resources and the causes have been deeply analyzed. By combining the Eleventh five-year development objective and using multi-purpose planning methods, the efficient utilization of agriculture water resources has been analyzed from the respects of efficiency and profits. In response to the irrationality in agricultural irrigation water composition in Liaocheng City and the negative effects arising from the efficient utilization of water resources, the effects of water utilization composition changes on efficient utilization of water resources have been discussed. Taking integrated research on efficient utilization of water resources as the main course, and allowing for water restrictions, economic benefits, environmental effects and the relationship between efficient utilization of water resources and various effects such as management and policies, this paper has created a new technology road integrated water composition adjustment and multi-water-resource distribution in the research on efficient utilization of water resources.
