The scale of power system continuously extends now, the generators are also more and more, which makes the frequency of low frequency oscillation take place closely spaced modes phenomenon easily. At this time when the system parameters take place minor changes, system has the potential to instability. In this paper, the determinant method of close modes in power system is matrix perturbation is used to analyze the closely modes characteristics of power system and analyze modes instability. Take the New England 10 machine system and a province power grid as examples to validate the results of this paper. The eigenvalue analysis method is used to analyze the low frequency oscillation in power system. According to participation factors, the power system stabilizer PSS is installed in the generator to each of low-frequency oscillation use of participation factors determines the installation of the PSS. But due to the instability of close modes, the participation factors will change and research the principle of the PSS used which lose effectiveness. Take the New England 10 machine system to validate the results.
