Human society is facing increased global climate-energy challenges. Energy-saving and emission reduction is one of the solutions to promote resource conservation and environmental protection, which is the basic policy in china. In our country, state-financed vehicle has a large number. It is a ramification of the traditional system. Various shortcomings of the state-financed vehicle in the management systems has become increasingly prominent, such as inefficient use, configuration standards, energy-consumption waste and so on. As the energy-saving and emission reduction is more and more important in the policy, it is necessary to study on the energy-saving management of state-financed vehicle.In this paper, studies of energy-saving and emission reduction of state-financed vehicle are the most important. First of all, the status of energy consumption of state-financed vehicle is analyzed in this paper. It is analyzed by the amount, the trips and the fuel efficiency. It is reckoned that energy-saving of state-financed vehicle is attached to the intersection of transport energy-saving and government. It is discussed the occupancy of the official car in the two areas, It is also. introduced the concept of the contains trips and the probability trips. Use the advanced experience of other countries for reference; Secondly, It is analyzed the management system of energy-saving and emission reduction of the state-financed vehicles by the system character, structure and influence factor. Thirdly, it is respectively located the attribution, function, phase of the state-financed vehicle. It is also analyzed the problem and its original reason of the state-financed vehicle by summarizing the content and character of the actual management institution in china. Then, the detailed strategy study on the state-financed vehicle is also discussed in this paper. The main work contained constructing a countermeasure framework in view of the system analysis and the raised problems, pointing up a new management strategy of energy-saving and emission reduction of state-financed vehicle, such as vehicle configuration programming, carpool formation, alternative traffic mode, and so on. At last it is analyzed the energy-saving effect by simulating calculation on an example, and given a new suggestion of management of state-financed vehicle, and so on.
