| With the global energy reduction and environmental degradation, the energy crisis comes into being. At the same time, the existing Toden phenomenon makes it an important issue that is how to use the no cost solar energy effectively and convert it to electricity.Germany attaches great importance to the development and use of solar energy, and introduced very effective policies and measures to promote and encourage the development and use of solar energy technology. After years of development, the German photovoltaic market has become the main battlefield of business, and now Germany has gained considerable experience in the development, production, planning and installation of solar system and invented a series of highly efficient solar energy systems. Germany uses more solar energy to make electricity than any other country. In 2006 the German solar power market accounted for 2.7% share. Approximately 25% of the global solar panels and 40% of the solar energy conversion are made in Germany. The advance of Germany in the solar energy utilization was mainly due to the following reasons: (1) the legal environment, which is to promote solar power industry, mainly from the 2000 introduction of the "Renewable Energy Law". Under the provisions of the Act, the electric power grid operators must give the electricity issued by all renewable energy priority to the Internet unconditionally. And Germany sets no quota restrictions for the capacity online, which is made by renewable energy. (2) The Government implemented a series of measures to promote the development of solar energy industry, including investment in equipment loans and preferential interest rate loans; (3) All levels of departments and local governments have made a definite offer in loans, consulting and subsidies. These programs and measures have achieved some practical results: (1) because of high investment returns, the domestic market set up and comes into being rapidly; (2) Germany gains strong international competitiveness in solar energy, mainly in photovoltaic technology; (2) Germany also brought up a large number of companies; (3) It forms a new economic growth points and promotes domestic demand and employment; (4) It becomes the absolute leader in technological advancement all over the world. In recent years, Germany adjusts the relevant bill constantly. And due to the increasing parity of solar electricity generation, Germans maintain the high enthusiasm for such projects.A variety of primary energy resources in China were lower than the world average, except the solar energy. So the energy situation in China is more severe than the world average. China is the largest developing country in the world. To build a sustainable and well-off society in the country, which accounts for 1 / 5 of the population, it is more important and urgent to develop the renewable energy and solar energy. Energy sources in China must be diversified, and we must strive to develop primary energy such as coal, oil and natural gas, and also vigorously develop renewable clean energy such as hydropower, nuclear power, solar, wind, and biomass.Support of the solar energy industry in China started in 2009, and during the year, the "solar financial assistance fund and construction applications management Provisional Measures" was carried out, and the "Golden Sun" project was implemented. Subsidies ranges from the use of subsidies, the conditions the grants project shall meet, grant funding standards, subsidies for units. From the aspect of the grant funding standards, the standard subsidy was 20 yuan / Wp in 2009. The grant funds have the following effects: a clear state of the development of the domestic photovoltaic market that is strongly support the new solar-energy industry; a further promotion of the level of domestic PV research. In the next 2-3 years, "Golden Sun" project is to give financial assistance to the photovoltaic power generation projects which is not less than 500 megawatts, and give 50% support of all the cost on the PV system and its supporting transport distribution and give 70% subsidies of the total investment in photovoltaic power generation system in remote areas. On the national implementation of the above two policies, local governments also introduced the related supporting policy. Therefore, it had some significant impacts on domestic photovoltaic industry. First it promoted the launch of the domestic PV market. Second it accelerated the PV business acquisitions. Third it raised the level of photovoltaic technology. Fourth it will change the energy structure of the country.However, there are still several issues in the photovoltaic industry in China: (1) There is a big gap between solar photovoltaic production and demand; (2) industry production and sales are in lack of independence; (3) Under the current subsidy, calculation remains in a loss. With the combination of the German policy, I put forward a few personal thoughts, that is to launch the domestic consumer market as soon as possible, to strengthen the planning and management of the sector, to enhance and improve the support policy, and to speed up the development of photovoltaic industry on the basis of its own condition. |
