For a long time, the boiler tubes in thermal power plant are operating under high-temperature and high pressure, which makes the residual life to shorten down. However, the key to assess the operation temperature and the residual life accurately is to mensurate the inside-diameter scale thickness of boiler tubes accurately. Hence, to identify the effective thickness of the tubes, and more to prognosticate the residual life of tubes, and thus reduced the operation risk.In this paper a method of the life assessment method based upon the thickness of oxide films occurred on the inside tube surface of boiler, is studied, and a diagnostic expert system by means of Delphi 7.0 is developed in order to estimate boiler life. The system includes equipment accounting, test input, statistical queries modules, and thus it carry out the measuring function of inside-diameter scale thickness in thermal power plant, and in the meantime which can calculate the operation temparure and the residual life through the scale thickness measured aboved, to avoid creating a large area pipeline failure.
