Research On The Establishment Of Early-warning Management System In Integrated Transportation Hub Based On Public Security Priority

The construction of the integrated transportation hub is the inevitable trend of China's comprehensive transportation system and is the best way to realize efficient exchange of various transportation ways, public traffic priority and multi-modal harmonious development for public traffic. There are many integrated transportation hubs being planned and constructed recently. As a big urban transportation infrastructure, it accumulates a lot of people and goods, which are the subject of it. So once there is disaster happened, it is under the category of public security, which determines that the early-warning management system of it should be public security priority. Therefore, the research on how to establish the early-warning management system based on public security priority is quite necessary.The research is implemented from the following aspects:Firstly, refering to the literature review on early-awrning management systemof the rail transit, other traffic mode and public security, the problems that research on early-awrning management system of integrated transportation hub should be on are summed up as followed: the existing research on integrated transportation hub concentrates on planning and designing, not on the earlying-warning management system; most of the existing research on early-warning management system is after-managemen, which is relatively inefficiently; the existing research is in pursuit of the balance between the passengers'satisfication and management cost, not of passengers'safety, which should be the top priority objective of early-warning management system of integrated transportation hub.Secondly, after analyzing the concept, characteristics and the mechanism of disaster in the operation of integrated transportation hub, this thesis identifies disaster factors by literature review and interview.Thirdly, by the analysis of current early-warning system, the request from public security priority of intergrated transportation hub, functions, work contents and operation mechanism of the early-warning management system based on public security priority, this thesis sums up the establishment of the system should be on the following aspects: organization system, information system (i.e. integrated monitor system) and control system (i.e. operation & control center).Fourthly, this thesis makes detail research on the operation of the early-warning management system from the points of organization system, integrated monitor system and operation & control center of integrated transportation hub.Finally, the thesis makes a feasibility test by Tian Jin transit project, combining with the theory and practice.
