This thesis discusses vehicle speed measurement problem. It relates to computer vision, the collection of information and the operation of video-frequency image. Aimed at the problem on moving object detection and tracking in vehicle speed measurement through video, a series of exploratory researches done in this paper are as follows:1, The front view detection algorithm based on mixed Gausses model was analyzed in detail and the weak points of which was also analyzed in the aspect of moving targets detection. The mixed Gausses model was improved from three aspects according to the application situation of the article: the traffic lane was detected on the preprocess stage, the driving area was extracted, the ineffective areas were removed, the number of the algorithm modeling pixels was decreased; Aimed to the weak points of classical mixed Gausses model that each pixel is independent and did not take advantage of the global image information, an improved method which utilized the background global gray scale column diagram that can make selected improvements of the background model, decrease the updating frequency of the mixed Gausses model was proposed. The mixed Gausses model's parameter T was improved that can improved based on traffic flows dynamically. All of the above improvements can preferably upgrade the running speed of the algorithm.2, In the aspect of multi-targets tracking, a kind of rules method based on prediction which can track the multiple objects was proposed after researched on the general tracking algorithms. The tracking circuit, tracking model, mapping rules and algorithm steps were stated in detail. The experimental result shown that the method was effective.3, The selection of the tracking points and tracking area were discussed, the basis and the meaning of which were given. The vehicle division and sheltering problems were stated and the relevant solutions were given in the article.Finally, the video speedometer system design scheme was giving, and some solving method was proposed subject to the problems existed in the system. The system can make use of the real time environment and the detective and tracing effects are quite ideal.
