The remote terminal units in power system need to be maintained periodically at present. Especially for the railway power supply system, there are a large number of remote measurement and control terminals (RTU/FTU/STU) and many of them are outdoor and no duty, come from different manufacturers and have different performance. Each manufacturer will be equipped with special maintenance devices, this situation will brought a great deal of inconvenience for the fieldwork. Every year's duty maintenance for RTUs expends a lot of manpower and material resources.In order to solve the problems mentioned above, we designed a universal and intelligent maintenance device for the romte terminals, which based on the Jini technology and the widespread using of the Ethernet technology in the power measurement and control system. This device consists of three parts: the lookup service, the maintenance service and the client terminal, those three components make up a Jini network. The look up service used in this design using the latest realization of Jini. This paper gives the functional requirements and detailed structural analysis of the universal and intelligent maintenance device firstly. Then completed the hardware and software design and debugging of the client terminal. This client terminal using the handheld device which consists of core board and expansion board , whose hardware based on the ARM processor and rock-bottom operating system using the embedded Linux OS, and the Java 2 Micro Edition and Jini development environment be transplanted above the Linux OS. On this basis, complete the design and implementation for the lookup function of client terminal. In this paper, using the method that the interface procedure's definition separate from it's implementation to realize the service, which including communication module, definition and implementation of the maintenance service interface, graphical user interface module and service release module. Service provider registered the service proxy in lookup service of the Jini network, when the client join the Jini net, it could acquire the proxy automatically and run it in the local Java virtual machine to complete the maintenance work. The intelligent maintenance terminal system inherited the characteristics of the Jini technology, witch could applicable to all RTUs, configurate itself automatically, no need to update with the services and using easily. With this maintenance terminal system, operators only need to connect the client device to the Jini net through the Ethernet interface, and then they can complete the maintenance work easily for different remote terminal units.
