| Command and Control (C2) is the key for operational activities and is the special organization and leadership activities which can promote the overall combat effectiveness of the army.With the deeper and deeper development of information warfare, in-depth understanding of command and control becomes more and more important. The concepts of C2 have become a key study region for many countries in the new revolution of military affaires in the information age.The conceptual model of C2 is the regular description of the basic concepts and relations in C2 and is a kind of domain ontology too.Vertically, it can provide the standards and regulations for the construction and development of military architecture, and bridge different aspects in the military engineering, and be helpful for the unity of the overall situation and whole process. Horizontally, it can make the consensus of the concepts of C2 for the staff in different areas, and provide the basis of formal understanding for the staff in different areas to develop operational systems and technology platforms, and be helpful for the developing of different operational command systems. The study on the conceptual model of C2 can be helpful for understanding the meaning and essential and promote to make a consensus of the concepts of modern C2 among all staff, and speedup the transform of the operational thoughts and the conceptions of C2 in new situations and changes.In this paper, in order to clarify the conceptual framework for C2, the NATO SAS-050 conceptual model of C2 is analyzed deeply by using concept-network analysis method. At first, the concepts of our C2 and foreign army are compared for illuminating the similarities and differences between them. The focus of the study on C2 of ours and foreign army's are analyzed for identifying the key subjects in our study on C2.Secondly, the proposed study is based on the combination of the ontology theory and concept-network analysis. Horizontally, the concept sub-network of C2 is constructed and local-area segmented by using the classification characteristics of the domain concepts. This can effectively control the scale and complexity of the network. Vertically, the hierarchy structure of C2 conceptual model is displayed based on the visualization method.Thirdly, focusing on command and control process, the concepts including information, individual, group awareness, styles and actions of C2 are illuminated from the topological structure of the concept-affected relationships.Fourthly, the proposed conceptual model of C2 is implemented into the operation action of the air defense forces. Based on the C2 functions, the ideal factors are analyzed which can affect the effectiveness of C2 system. Then, based on studying the seven aspects in the C2 of the air defense and analyzing the effectiveness that C2 should have, the concepts factors are found which can affect the C2 effectiveness. At last, the proposed C2 conceptual network of the air defense is visualized. |
