With the implementation of the present national highway network, the focus shifted to the mountain highway construction. Because of the limitation of some factors, such as the terrain, geological conditions and the difficulties of environment protection, the mountainous area have larger and longer slope or combination of the slope. It brings greater impact on level of service and traffic safety in freeway. Therefore, the research on capacity and level of services of continuous upgrade in the mountainous area freeway is imperative.On the basis of the massive measured data, this paper has analyzed the features of operating speed of the truck upgrade section, ascertained dominant vehicle, drew up climbing performance curve, proposed simplified calculation of slope and slope length model in continuous upgrade section. Through the capacity analysis of continuous upgrade section in the mountainous area freeway, it has educed the method for calculating capacity and proposed the measures of improving capacity and the level of service, the measures are as follows: One, it may through reducing the route slope and the slope length to increase the speed of large vehicle, the other, it may through establishing climbing lane to enable the large vehicle to leave the main lane of traffic flows. This paper also proposed specific applicable conditions and implement measures of these two measures of improvement.
