With the fast development of highway construction in our country, data source management in highway becomes more and more important. To realize constantly, timely and forward management, the highway management center need to take the advantage of advanced, scientific tools to gain the timely, exact present condition. Then we can inquire the original technology and the manage information, make proper decisions and put forward to the upper station. Therefore, a specific and high quality management team is formed to achieve normalized, standard and scientific highway management.So this paper proposes the structures and methods of freeway PMS. This system is composed of performance evaluation, performance prediction, maintenance decision, and pavement geographic information system and so on.Pavement performance evaluation and prediction are the mostly research contents in the paper. The model theory of the performance evaluation from condition, riding quality, safety performance, structural capability and combined evaluation are studied. The paper also studies the factors that direct to the deterioration of the pavement serviceability and some important performance prediction model. The four performance models including mechanics prediction model, mechanics-experience model, experience regression model and probability prediction model are analysed.On the basis of the models, the pavement management system is established. The component and function of the system are clarified. At the same time, the conclusion of asphalt pavement management system are presented and the potential prospects in this area are discussed.
