With the increasing acceleration of urbanization and the development of the volume of motor vehicles, motor vehicle pollution has become the main source of pollution and threat to the healthy operation of urban environment and transport system. The total control of motor development scale has became an important factor in the area of urban environmental assessment and the traffic control measures. In the meantime, urban traffic and environment problems have become an urgent issue for China's strategy of sustainable development such as energy crisis, the deterioration of the urban environment and the worse level of traffic environmental pollution. It is an serious issue and foucs we have to face that study the amounts of motor vehicle development within the allow scope of traffic environment carrying capacity, as well as reasonable measures to protect the traffic environment in time when we establish a harmonious society.This paper presents main conclusions and achievements as follows:1. By applying the concept, influencing factors and pollutant measurement factor of TECC based on its connotation and characteristics.2. With the cites of OSPM model to the TEC econometric model and its revising combined with the domestic atmosphere and traffic state.3. Establishment of TECC Paper establishes econometric model, modeling the growth in state and the optimal amounts of vehicle develompment scope based on Scheafear model.4. Combine with the characteristics of transport development and the level of atmospheric pollution of the suburbs of Wuhan, apply the TECC threshold and optimal amounts of cehcile develompment scope. In addition, establish the corresponding transport environmental protection measures for Wuhan suburbs. |
