In regard to road safety, the developed countries have established a more perfect mode of management science and methods which were achieved remarkable results in control the accident rate, especially in reduce mortality according to years of research results and lessons learned. The road safety management and practice are still at the exploratory stage in our country. The practical problems of death toll of road traffic accident has increased year by year, which can not be ignored. Our study in traffic accidents tend to evaluate the loss of accidents at previous, but the field of how to prevent accidents so that nipped in the bud is not be pay attention enough.There are more study about accident black spots, but less study about accident potential spots. It is not be attended by Departments because there have not enough traffic accidents. After all, the hidden is existense, if not be remedied for a long time, it would changed from accident potential spots into accident black spots. So, to find out potential spots impacting road safety is eliminate the traffic accidents from the soure on a road which will become an important area on road safety study.This paper has made the definition and identify methods about traffic accident potential spots based on this awareness. To find out the spots or sections which exist safety potentiality in varying degrees according to the adverse factors about road traffic environmental, and to remedy these spots or sections which plays a vital role in the prevention of traffic accidents and raise the level of road tranport services.This paper conducted a systematic analysis of traffic acident potential spots, and made the method of potential degrees to identify the accident potential spots. The method is that, the writer summarized 20 influencing factors, when the potential degrees weight reached a certain numerical, the spot is a potential spot, on this basis, we can analyse the level of security risk on a road from the macro level. This paper introduced a practical example which is 2km long on a category 3 road located in Jilin City, Jilin Province. We identified all the accident potential spots on the road based on method of potential degrees, then determine the overall level of safety potentiality is minor on the road.The writer made some rectification measures about the accident potential spots on the practical example road and made some advice about how to eliminate the traffic accident potentiality, enhance the road safety in the end.
