On the construction of Satellite Navigation System, Ground Operational Control System of Master Control Station plays an important role in processing navigation data. A system which is called Simulation Test and Evaluation is needed to be built to test the precision of the data processed by Ground Operational Control System. On this background, this paper researched on the rationale and method of data processing by Ground Operational Control System, and the navigation information generating algorithm. Based on these algorithms, the key elements in the navigation information, which have an important influence on the user's positioning precision, are selected to investigate, and on a different point of view, the ways for test and evaluation of the precision for navigation information were put forward. The main contents of this paper include:1. The precision test algorithm of the satellite broadcast ephemeris and orbit determination. Firstly, the coordinate systems and their conversion, the algorithm of broadcast ephemeris for multiform orbits, and the calculating satellite's position and velocity with broadcast ephemeris are researched. And then, the precision test for the broadcast ephemeris and orbit determination are put forward;2. The precision test algorithm of satellite clock error and equivalent satellite clock error. Firstly, the technology of time synchronization, the algorithm of satellite clock error and equivalent satellite clock error's parameters are researched. And then, with this technology, the precision test of the clock error and equivalent satellite clock error issued by Ground Operational Control System are researched on the other point of view.3. The precision test algorithm of ionospheric grid vertical delay and ionospheric model parameter. Firstly, the principle and method of ionospheric grid vertical delay and ionospheric model's parameters are discussed. And then the algorithm of the ionospheric grid vertical delay at the puncture points and grid points are researched. Finally, the precision test of error correction of ionospheric delay and ionospheric model's parameters precision are presented.4. The precision test algorithm of integrity. Firstly, the need and algorithm of integrity parameters RURA, UDRE and GIVE are analyzed. Then, the Evaluation of integrity RURAI, UDREI and GIVEI is researched to test the integrity on the other way.The different ways of test and evaluation researched on this paper are not only proved in the construction of our nation's new generation satellite navigation system, but also used in the project. The Test and Evaluation technology can test the precision of the navigation information broadcasted perfectly by Ground Operational Control System. It has a theoretical significance and is valuable in the engineering.
