At the beginning of the twenty-first century, with the construction of the national economy booming, Colleges and universities in China have entered a period of brand-new and high-speed development. Colleges and universities are attracting a wide range of social concerns due to the large increase in the amount of the college infrastructure development projects. However, the socialization of the college infrastructure development is a revolution to the original managing and operating mechanism of the college infrastructure development, and current college infrastructure development still does not meet the requirements of the development of socialism market economic system, which will inevitably bring management problems to the college infrastructure development. Therefore, accomplishing the socialization of the college infrastructure development as soon as possible, establishing a reasonable preliminary college infrastructure development model meeting the requirement of the market economy improvement, improving the quality of the project management for college infrastructure development, is currently in urgent need of solution. In this paper, the methods of literature utilization, graphics and data analysis, fieldwork survey, and case study, are used for the in-depth analysis of the current status and the main extant problems in large-scale multi-purpose sports-stadium projects. Furthermore, the basic theory of project management, combined with an example project, the sports stadium of Ocean University of China, is used to study the issues, such as the project cost management, the scheduling management and so on, occurring in the course of managing projects of building large-scale multi-purpose college sports stadiums, based on which we explore the potential models and methods in standardization, systemization and scientific management of various college infrastructure development projects.
