Earthquake,as a main disaster,its occurring always leads to functional paralysis of urban and losses of life and property.Transportation system is the main component for relieving victims from a disaster,it is the main passageway for transporting materials,evacuating people and dispatching rescue personnel.Along with the rapid urbanization and fast expansion of urban size,the study on seismic reliability of transportation system is particularly important.Using studied achievements of lifeline earthquake engineering and disaster prevention and mitigation engineering,factors influencing seismic reliability of urban transportation system was analyzed in this paper.Based on the evaluating methods of reliability, two levels of network evaluation including the evaluation of individual roads and network systems were considered in the study, and therefore the seismic reliability model which is suitable for urban transportation system was built up. Seismic performance of transportation system will be improved through the weak links finding in the earthquake disaster by sensitivity and probability analysis.The emergency rescue efficiency relies on the anti-earthquake performance of transportation system.Some emergency rescuing actions ,such as material supply and medical treatments, depend on the emergency rescuing paths.Considering the access reliability and efficiency of roads,K shortest paths algorithm is employed to solve the optimal routing problem of emergency rescue after earthquake.After a disaster,rescue teams and supplies should be transported to the affected area as soon as possible.To achieve this goal,it does not only depend on a well-planned rescuing path,but also some effective traffic control measures.Methods of seismic reliability to emergency traffic control were firstly applied in this the paper and the studied achievements offered a decision basis when adopting urgent relief measures and seismic disaster prevention plans.Based on the theory discussion and methodology designing,evaluating methods were applied to Fuzhou city's main road networks and the transportation system network chart of Fuzhou was built. Analysis on transportation system reliability,choices to optimal emergency rescue paths and management on emergency traffic control were carried out after adopting on-site inspection and perfecting foundation data.
