China is a country with a large population and inadequate resources, natural resources per capita are lower than the world average level and it is in the development stage of rapid industrialization and urbanization, what lead to energy consumption fast and waste serious. Those increase the contradiction between supply and demand of energy, worse the environmental pollution. The problem of energy crisis and environmental protection has become the primary factor restricting China's economic and social development. Electric utility industry is one of the important industry in energy consumption and pollution, which is of great significance to energy-saving and emission-reduction.This paper elaborates on power market fundamental operation mode and biding mode in generation-side. There are monopoly mode, generation competition mode, transmission network opening mode, retail competition mode in power market operation mode. There are contract trade, spot transactions, real-time trade and ancillary services in power market transaction mode. There are uniform clearing price and pay as bid in settlement method. This paper analyses the generation dispatch mode existed, traces the new progress in enery-saving generation dispatch research from home and abroad, serious studies of the guidelines for enery-saving and emission-reduction generation dispatch which is published by National Development and Reform Commission, analyses its feasibility and implementation strategy.This paper makes a feasibility analysis of implementation of enery-saving generation dispatch on Hunan generation-side according to power market element, Hunan generation-side meets the basic requirements. On this basis, this paper, fellowed to the Energy Conservation Power Generating and Distribution Code published by National Development and Reform Commission, according to the requirement of energy-saving and emission-reducing and auction mode from home and abroad existed, builds a new enery-saving generation dispatch mode, which contains generation dispatch and market dealing. This paper proposes capacity contract plus variant-cost plus energy consumption and discharge order mode, which combines energy-saving with emission-reduction and fits the fact of Hunan electric network and operate easyly, too. The basic principle, transaction type and settlement mode of the new mode are discussed detaily. The new mode is composed of three parts: capacity contract, variant-cost and discharge order, in which the object function is to minimize energy consumption and discharge. This mode can achieve exchange for energy consumption through capacity contract trade, and the difference of fixed costs is well done, too. Variant-cost reflect the energy consumption and it is the first condition to generate. Discharge order comes first when variant-cost is the same. Similar two-part electricity price is used in settment, marginal variant-coast price is used for variant-coast generated settlement and capacity price is used for fixed coast settlement. The new mode fits single sideband power market in Hnunan. It might be available for reference to building ESER power market in China. |
