Study On Safety Management Model For Operation Of Urban Rail Transit

Urban rail transit has many characters as specialization,having complex technical equipment,large passenger flow,which makes its operating very difficult.As the result,to establish safety management model for operating of urban rail transit, accident prevention,enhance the capacity of emergency,reduce the social harm of the accidents of operating has became the most important task in the management of urban rail transit operating.The paper analysis safety management model trends through the approach of safety management development compare the level of risk control of the four safety management models.It statistical analysis reason of accident in urban rail transit operating,study on the factors which influence security of operating of urban rail transit. On this basis,present the Safety management model for operation of urban rail transit.The paper uses security systems theory,security risk science,continuing improvements and behavioral science on safety as well as other modern security management theory into the safety management of urban rail transit operating.On the basis of design theory of safety management model,present the Safety management model for operation of urban rail transit from three levels which are macro-guidance, structural analysis and operation.The model separates operating safety management into four units,plan,do,check and act.Propose basic management essential factors of the above four units,which based on different demands of theory dimension and goal dimension,and controls dimension.Under the guidance of the model,all the factors run follow the way of PDCA,interrelated and impact each other,formed a structured dynamic system for management.This paper further discusses the implement of the safety management model for urban rail transit and the problems needing attention in the process of system operation.
