Barrier-free environments are the basic conditions to participate in social activities for the people with disabilities ,and the level of barrier-free environments in urban public space is not only an important content of an evaluation criteria for the overall quality of urban environment and public spirit, but also profoundly reflects the level of civilization. The basic target of urban design and architectural creation is providing a safe, convenient and comfortable space. Handicap-accessible environment planning and design are not just only the general technical means for the accessbility to disable people and the elderly, but more are the universal respect and intimate care to all members of the society.Based on the research about the related concept of barrier-free environments, development history of the theory, and the international design trend of accessibility and the current situation in China, the paper summed up the basic characteristics and general requirements for planning and design on urban accessible space. Taking Hangzhou as the main object, with site observation and analysis, combining the advanced theory and practical experience, behaviors and psychological patterns, viewing from over-all point of urban design, it proposes to corresponding system construction goals, planning strategy and the specific design features for Hangzhou urban public space.With this paper, I sincerely hope that all of us will strength the awareness and understanding of the issue, and eliminate the obstruction in urban space by using different means of policies and regulations, planning and design, construction, maintenance, and other regulation then to form a public space that all members of society can easily access in and participate in. In turns that public space will provide us an environmental protection for the high quality life, the construction of a harmonious society.
