The Study Of Sun Island Scenic Area Planning Based On Evaluation Of Ecological Safety And Public Participation

The basic principles that how scenic area unfolds each enterprise included programming scientifically, managing centralized, protecting strictly and utilizing for all time. According to requirement of the nation, most scenic areas establish the integrated plan to direct how to develop every project in recent years. It is worth to think about some problems which were found in implement. At the point of planning, designers are supposed to strengthen to make the program more scientific, reasonable and practicability. The best solution to the problem we just mentioned is that ecological security evaluation and the public participation.In this paper, author concluded the important thoughts at this area in the study of ecological theories and public participation related to scenic area program at home and aboard. Taking the sun island scenic area as the example, it evaluates the ecological security using landscape ecological theories and technology of RS (Remote Sensing) and GIS (Geographic Information System). In addition, it develops means on public participation referring to successful experience and methods, and then summarizes results. In the end, on the basis of results mentioned above, it is going to make the program more scientific, reasonable and practicability, on the other hand, it provides a source of reference for other scenic areas. This article focused on the following aspects:(1) Taking the protection of scenery of the sun island scenic area as a goal, in the support of RS and GIS technology, the research extracted and interpreted the message sources and established databases by using the satellite remote sensing image interpretation and GIS editing and analysis. Moreover, based on the primacy of nature and the principle of durative, direction, diversity and synthesis, it uses the basic theories of landscape ecology to analyze spatial framework and evaluate the ecological safety.(2) In the terms of successful experience and methods, the research made pointed to establish the methods of public participation and then summarize results, furthermore, it showed specific opinions on the guide to planning. The whole process of public participation included: questionnaire survey, expert consultation, publicity and expert demonstration, department investigation and supervision by the public.(3)Based on the discussions of open questions about the Sun Island Scenic area during period the construction, combined with the evaluation of ecological security and the views of public, the paper set out the certain planning. In order to maintain the scenery resource in the long time and sustainable development of scenic areas, the articles explored the ways of rational program and also made overall plans and coordinated the resource protection system, sight-seeing system, tourist service and facility system and social system.
