Water resources is the fundamental nature resources and strategic economy resources, is the important foundation for human survival, economy development, society progress, balance ecosystem and beautiful environment. Any nation in the development need to consume a great deal of water resources, and at the same time emit a great deal of pollution to the environment, making the water resources system be faced with a crisis. China is of no exception, water safety have become the restrictive factor in the sustainable development of our economy and sociaty. Therefore, water safety research at present has been a central field of water sciences in the world.In this paper, water safety is the unify of society safety, economy safety, environment and ecosystem safety. Accordingly, the water safety system includes society system(human is core), economy system(national economy development is core), and environment system(ecosystem and environment is core).Dalian is a serious water shortage city, water shortage has become an severe restrict factor for sustainable development. In this paper, we applied Set Pair Analysis(SPA) to evaluated Dalian's water safety situation in 2001-2005. First, design the index system of evaluation of water safety; then adopt the method of AHP and Entropy to calculate the comprehensive weight considering the objective and subjective conditions; then apply the Fuzzy Set Pair Analysis to calculate the connection degree (safety degree) of each index. At last determined the safety degree(SD) of each system and the whole Dalian.The result shows that the water safety of Dalian City, in recent years, can be identified as medium safety according to the value of SD, which reflects the real water situation , and SD also indicates that the key issues influencing water safety of Dalian are the shortage of water resources, especially in rural areas. In order to get the harmonious development among society, economy and environment, the rural areas should be paid more attention, and some suggestions also be put forward. In conclusion , the SPA assessment model is a useful tool to assess the progress of water security and helpful for the water resources management and policy-making. |
