Recently the industry of container transport of our country experiences fabulous development, however, due to the lack of rational and efficient comprehensive transportation network of container, the advantages of each transport model is not made full use. Constructing comprehensive transportation network system can reduce transport time, optimize transport network, improve the whole benefits of the whole transport network further, and achieve the sustainable development of transport industry. It is not the demand of development of society and economy, but also the key problems highlighted by transportation department and its customers.This paper built the network construct of container comprehensive transport, on basis of which a user equilibrium of container transport assignment, further more the scenario analysis method is used to analyze the implement effective of policies and technologies on container comprehensive transportation.This network model built a comprehensive transportation network system of highway, national/provincial road, railway and shipping line and so on. The cities with the good source and the destination ports of container transportation are O, D nodes respectively; the road, railway and waterway between the O, D cities are saw as Links; different transport modes are combined by dummy links; all kinds of nodes in the comprehensive transportation network are the ones of the network model.Firstly, the calculation methods of links' attributes of comprehensive transportation network is determined, which are different from each other due to different transportation modes. The two main attributes of dummy link are transit cost and time, where transit cost includes load/unload cost, story cost and so on; transit time includes the actual running time plus the start time of the next transportation lags.Secondly, this paper studies on developing a choosing model of transport mode and transport link integration on comprehensive transportation network in order to analyze the container transportation behavior between O and D. We supposed that containers choose the least cost, fast speed and the most reliable transport mode to fulfill the movements between O and D. So the model is transformed to be User Equilibrium Assignment Problem of comprehensive transportation network.At last, a series of policies and technologies of improving container comprehensive transportation is drawn up. The function of the comprehensive transportation network is turning the relevant policies and technologies of container comprehensive transportation into the attributes of dummy links, so the implement of policies and technologies in the network model reflect the reducing of running cost/time or the increasing of link numbers .The aforementioned choosing model is used to quantitatively analyze the improvements, and the theoretical foundation for constructing and improving China's container comprehensive transportation network system is applied.
