| Along with the development of China's economic and continuous deepening of reform and opening up, more and more Chinese enterprises actively implement the strategy of going out. After 911 terrorist attacks, the whole world is in urgent need for Container Inspection System especially in developing countries. Due to lack of financial and technical, the governments have encouraged foreign investors to implement the PPP CIS project in developing countries. Because of high technology, long implementing period, high quota investment, greater risks, therefore, how to implement the PPP CIS project in developing countries is very practical significance from the perspective of Chinese enterprises.To begin with, according to the status of international projects in Chinese CIS enterprises, it is not to meet customer needs just being a simplex supplier without deeply involved in the project follow-up operation after transfer. In this case, it can not adapt to the current international market competition and challenges. In view of the risks during building and installation and the difficulties of the PPP implementing of the CIS project, the paper stressed that the Chinese government concessional load, loans to overseas investment projects from the Export-Import bank of China and overseas investment insurance from China Export and Credit Insurance Corporation are necessary and important from Chinese government. So the PPP CIS project implementation programs in developing countries is the combination of the CIS building and installation by the Chinese government concessional load and the CIS operation by PPP, namely, the first step is the implementation of the CIS building and installation by the Chinese government concessional load, the second one is the implementation of the CIS operation by PPP supported by loans to overseas investment projects and overseas investment insurance after building and installation.Then, making the SWOT analysis for Chinese enterprises to implement the PPP CIS project in developing countries, the analysis shows that Chinese enterprises should seize market opportunities and overcome weaknesses to play to their own advantages in technology, design, building, financing and operation with the help of the Export-Import bank of China and China Export and Credit Insurance Corporation when faced the threats. Chinese CIS enterprises should implement the PPP CIS project in developing countries by the two-step implementation programs, focused on the PPP CIS operation after the building and installation to meet customer needs and enhance the international competitiveness.furthermore,the detailed study of the PPP CIS project operation in developing countries is made after consultation from Ministry of Commerce of PRC,The Export-Import Bank of China,China Export and Credit Insurance Corporation, Economic and Commercial counselor office of Embassy of China in different developing countries. Based on the experience of cooperation with foreign partners in the PPP CIS project, the two-step implementation programs and the successful elements of the PPP CIS project in developing countries is developed after all above the information is refined. The main points and the successful elements are described in details.Finally,the PPP CIS project of Nuctech in Syria is studied with the two-step implementation programs. Making the special investigations and negotiations with Syrian government departments including SPC,SCI,CBS,MET,GDC and some lawyer offices for the PPP CIS operation to guide the implementation of the PPP CIS project in Syria by the two-step implementation programs and the successful elements, the main points and the successful elements are described in details at the same time especially on the project structure, financing structure, risk-sharing, establishment of the project company. The study shows that the two-step implementation programs and the successful elements are reasonable and correct and it is a practical guide to the real work. |
