Dalian Port already entered the new period of a high speed development. From 2003 to 2008, after 5 years construction, the whole city harbor berth increased 56, the production berth total achieved 194,harbor capacity achieved 200,000,000 tons, compared in 2003 to promoted 2.5 times, in which container traffic capacity to achieved 2,300,00 TUE.This article mainly studies on the collaborative platform for container operation in multi-port and multi-terminal to establish the perfect port electronic commerce pattern and information service system by penetrating the Dalian port reality, unifying the Dalian port characteristic and adopting the international advanced design idea. The platform is supposed to form a modernized international shipping center service system which concentrates on business physical distribution, financial insurance, information consultant, customs clearance, shipping agent , port query, marine transportation settlement and insurance, rear service military supplies, maritime affair support and so on many kinds of service functions, by optimizing the port operation flow and resources disposition, promoting the level of port management and service. Also the platform could perfect port synthesis service, develop service domain, and improve the grade of service.Firstly, this article conducts the reference research. Secondly, carries on the concrete investigation and planning to the port service present situation. Finally, according to the methodology of Integrated Architecture Framework, analyses the collaborative platform for container operation in multi-port and multi-terminal with the structural consideration to cause the analysis result as far as possible comprehensive, to be exhaustive, to be careful. IAF decomposes a question several connections to reduce the question complexity, these territories include service, information, information system as well as first floor technology.This article altogether is divided five parts. The first chapter introduces this article research background and the significance, the second chapter it outlines the collaborative platform for container operation in multi-port and multi-terminal, the third chapter researches the collaborative platform for container operation in multi-port and multi-terminal, the fourth chapter is the EPC project design process in Dalian port, the fifth chapter shows the economical and the social efficiency analysis which the EPC project brings in Dalian port.The research in the article is expected to provide the basis and the reference for other ports in the construction of modernization international shipping center server system aspect.
