Combined Heat and Power (CHP), also known as cogeneration, is an advanced technology for energy utilization. It puts high-grade thermal energy into power generation, and makes use of low-grade thermal energy for heating. Because of its high energy efficiency, low environmental pollution and other useful features, it has become one of the most important energy-saving technologies which have been greatly developed in China.Seen from the development of power generation around the world, computer-aided tools have begun to play a more and more important role in electricity production and management. Within the informationization process of China's power industry, a variety of advanced computer-aided methods for production management have been used. Each method has its own characteristics, however, flaws and limits exist meanwhile. Associated with actual situation and characters of China's electric power production, a concept as plant-level production management system for thermal power plants has been put forward in the paper, which is based on the SIS+MIS model. This concept organically integrates the information management function of MIS with the advantages of SIS in monitoring production process and optimizing the means of production. It makes the underlying data fully utilized for the assistant decision-making function of the system. With its advantages, the system could promote the improvement of the power generation technology and enhance the enterprises' management level. Thereby, the market competitiveness of the power enterprises would be raised.In the plant-level production management system of the thermal power plant, which is put forward in the paper, several sets of data interfaces have been exploited. These interfaces connect each isolated system together. Sequentially, the scattered data can be effectively used. So that the intrinsic function of each production system will be greatly strengthened. At the same time, the system also provides the interface to information management network of Electricity Corporation in Zhejiang province, and this promotes the informationization of the regional electricity power production.The system is constructed in B/S mode based on Intranet, and the software used for data acquisition and calculation is developed in VC++. Excellent relational database SQL Server have been adopted in the system and also well designed, which assures the wonderful performance of the system. Meanwhile, the application of access right controlling model based on users' business strengthens the system's security, and makes the maintaining work much easier as well. As a whole, the system meets the requirements of thermal plants with friendly human-machine interfaces. It assists electricity production and enterprise management with intelligence supports and information-based platform. These have been proved by trial running in a thermal power plant in Zhejiang province.
