Tianjin Binhai new region which is part of national development program is being constructed. New city coffer-dyke design scheme about Tianjin seashore holiday area which costs about 4.2 billion is 28 sq.km. land located in Tanggu region and Hangu rugion. This project has got build admission from Tianjin development and reform committee, and the project has been demonstrated by experts on influence on ocean environment and use of ocean domain. Meanwhile, this project has got right of use ocean from National ocean department and got right fo prevent or control flood by administration director department about water.Competition on coffer-dyke design scheme is implemented in order to accelerate feasibility study about making land project. Tide,wave parameter and geologic material are offered by construct firm; basic request for design are listed as follow: (1) dyke should possessed of ability of resist of dampness,wave and keep soil. Road with 5 meter is constructed inside wall of resist wave on top of dyke. (2) As for -2.0 meter mud, dyke extend from south to north and elevation of top dyke is 6 meter, and elevation of top resist wave wall is 7.5 meter,elevation of mud is 5 meter. Passage of car is 5 meter on the top of dyke. As±0.0m meter mud, coffer-dyke extend from south to north and elevation of top dyke is 7.2 meter. Other conditions is similar to dyke on -2.0m. (3) Two and more schemes should be put forward for dyke about different water deep.Tianjin lough engineering design department and Tianjin water conservancy reconnaissance design department put forward schemes respective about new city dyke design scheme about Tianjin seashore holiday area. Two schemes are put forward for±0.0m and -2.0m height of dyke about Tianjin lough engineering design department. The scheme about -2.0m height of dyke are listed: slope dyke with big bag sand used as material for dyke,erect dyke with pane plate base. The scheme about±0.0m height of dyke are listed: slope dyke with rejectamenta used as material for dyke and slope dyke with big bag sand used as material for dyke. Three schemes are put forward for±0.0m and -2.0m height of dyke about Tianjin water conservancy reconnaissance design department. The scheme about -2.0m height of dyke are listed: composite ocean resist structure with concrete and soil dyke,ocean resist structure with mud bag,ocean resist structure with plate wall. The scheme about -2.0m height of dyke are listed: ocean resist structure with mud bag,ocean resist structure with plate wall,ocean resist structure with mud bag and plate wall. It is impetrative to make choose for many schemes in order to decide best design scheme.The main job of this paper is that make choose about many schemes in order to decide best design scheme for new city dyke design scheme about Tianjin seashore holiday area. In order to decide best scheme, choose about on scheme is made by quality of project,construction condition and economy. First, choose target should be decided about quality of project,construction condition and economy. Choose target about quality of project is sedimentation of base and resist-slippage stability of slope which have important significance on dyke. Provide of material and transport condition are choosed as Choose target. Engineering budgetary estimate unit meter is choosed as economy target, and economy is assessed by engineering cost. Next, assess of quality of project,construction condition and economy is made by each choose target. So the best scheme about two design department is make sure. Lastly, the best scheme is made by using fuzzy math theory comparing best scheme about two design department in order to make sure reasonable design and safe of construct for new city dyke design scheme about Tianjin seashore holiday area.Some conclusions are made as follow:(一) Scheme about Tianjin lough engineering design departmentElevation of mud between 2.6 meter and 0 meter of dyke is tide zoster which can not satisfy with request for construction so that reasonable method is construction on land. Slope dyke with rejectamenta used as material for dyke has possessed of lower cost should be choosed for scheme.So the first scheme is choosed for elevation of mud on±0.0m dyke about Tianjin lough engineering design department.Elevation of mud on -2.0m has well deep water for sand transport, and sand is adequate on locale. Slope dyke with big bag sand used as material for dyke has possessed of lower cost and skill of construction is convenient.So the third scheme is choosed for elevation of mud on -2.0m dyke about Tianjin lough engineering design department.(二) Scheme about Tianjin water conservancy reconnaissance design departmentAs for elevation of mud between±0.0m dyke ,the first scheme is choosed which has low cost,advantaged base,safely engineering measure and sufficient use of local material. Also the fifth scheme is choosed for elevation of mud between -2.0m dyke.(三)From analysis above, we can made conclusion that the first scheme is adapt to elevation of mud between±0.0m dyke and the third scheme is adapt to elevation of mud between -2.0m dyke about Tianjin lough engineering design department. Meanwhile, the first scheme is adapt to elevation of mud between±0.0m dyke and the fifth scheme is adapt to elevation of mud between -2.0m dyke about Tianjin water conservancy reconnaissance design department.Quality of engineering can be satisfy and sufficient use of Tianjin harbor condition for construction for scheme which is put forward about Tianjin lough engineering design department and Tianjin water conservancy reconnaissance design department. Also the economy is carried out by two design department. Form the analysis above, optimization scheme about every design department can be obtained. So for elevation of mud on±0.0m dyke and -2.0m dyke about Tianjin lough engineering design department is respective the first scheme and the third scheme. So for elevation of mud on±0.0m dyke and -2.0m dyke about Tianjin water conservancy reconnaissance design department is respective the first scheme and the fifth scheme.In order to decide the best scheme for the dyke design, fuzzy math theory is used to analysis the optimization scheme about Tianjin lough engineering design department and Tianjin water conservancy reconnaissance design department. So the final scheme is choosed first scheme and third scheme for±0.0m dyke and -2.0m dyke about Tianjin lough engineering design department.
