With the continuous growth of national economy,the people's living standards have improved gradually. Cars coming into the ordinary homes have become a reality. The resulting traffic problems in cities have shown suddenly, the traffic imbalance between supply and demand are on the rise. Traffic problems have hindered socio-economic development and gradually become the bottleneck. Therefore, it is urgent to study a number of intelligent ways to solve urban traffic problems by means of modern scientific means.Urban transportation system is a large system with random, complexity,uncertainty. It is unable to establish an accurate mathematical model for its research. So the urban transportation problem must be solved by use of intelligent methods. Establishing an effective intelligent transportation system is the researcher's objective. Intelligent transportation system can use the advanced information technology , electronic communication technology , automation technology ,computer technology and network technology in the entire transport system to establish a real-time,accurate,and efficient transportation management and control system. It is consisted of a number of subsystems and it is integrated the road,the driver and vehicle organically to strengthen the links among the three. Through the use of intelligent systems technology it will register,collect,analyze a variety of information and road by means of systemic intelligent technology. And by remote communication and information technology real-time information will be available to people in need in order to enhance traffic safety,reduce travel time and to provide guidance to traffic routes. At the same time,management personnel try to improve its management efficiency through acquiring real-time information of vehicles,drivers and road therefore to achieve full use of transport resources. Japan,the United States , Western Europe , Australia and other countries have set up corresponding organizations engaging in the development and application of relevant aspects and have achieved some results.In recent years,despite China has made considerable achievements in the field of ITS research and development,however,there are many issues worth studying in our ITS technology development and application of road traffic management. Such as the correct understanding of their issues, technological applications in different cities , traffic engineering problems , the issue of information technology ,transportation code of conduct for participants in the traffic problems and so on. This article has written from the approach of non-equilibrium between road transport supply and demand,by domestic and foreign studies of intelligent transportation construction history and status. By summarizing domestic and foreign advanced traffic management concepts and management experience method therefore it has inspired and led construction work of urban intelligent road traffic and provided better services for the socio-economic development. In research work, through a combination of relevant information and domestic and foreign-related research results of the analysis and research of urban intelligent road traffic construction model we have summed up the city's construction of intelligent road traffic into three categories: one is mainly on the order of the construction, divided into push type and pull type; push modeling means the national unity of framework is provide by related projects or government,and it enables the ITS industry to become the main direction of transport development. Pull-type model is the initial stage of the ITS system of their own and eventually attributes into a framework. One is the integral building model. We can see the development model as first a whole and then a partial and consideration of face and point and this model applies better in foreign countries comparatively. There is also another type that is demand type construction model,which is based on the city demand as the main entry point,paying attention to the city development rather than blind obedience. It is more suitable for us developing countries. Because of the uneven development between cities and relatively large differences between the North and the South,it is necessary to combine the characteristics of the city's actual construction. Through comprehensive analysis we have concluded that ITS construction model in JiLin City must be demand-oriented,led by the Government and planned in a whole,implemented the development framework step-by-step. We have also planned urban intelligent traffic system as a whole and designed ITS construction systematic framework in JiLin City and six major construction projects and 14 sub-projects,and carried out a detailed study of various service field. In order to achieve ITS construction objectives in Jilin City we have made corresponding implementation plan in particular through three phases,namely: the strategic focus of the first phase is on the ITS research and construction application,product development and industrialization, as well as standardization; the second phase is that we should synthesize the city's digital existing resources and establish support system to develop intelligent transportation;the third phase means intelligent transportation has entered the large-scale application period. During the process of implementation of each phase,we can start from prior construction project and gradually develop a comprehensive construction. ITS is a complex and giant system with large content, complex structure, high in technology,requiring long-term cooperation of many fields and many departments as well as adequate financial support in its research,development and management. Therefore, during advancing the process,it is also necessary to develop a set of security measures to guide traffic development in Jilin City. Under the city's overall development strategy,it demands ITS pay attention to effectiveness in the process of construction development. Under the development strategy of information stimulating industrialization,we should use results of information technology to improve environment and conditions of traffic transportation and approach to development,the results of the use of information technology to better the transport conditions of the environment and to improve modernization level of transport services.
