Research On Countermeasures For Maintaining And Managing Urban Road In Shijiazhuang

As an important part of municipal facilities, the maintaining and managing of urban roads has affected the normal functions of city and lives of citizens directly. Being the capital of Hebei province, Shijiazhuang has many problems such as backward management system, shortage of maintenance funds, imperfect operation system and so on, which can not be ignored in the field of maintaining and managing. All of these have failed to meet the needs of the development of market-economy nowadays, so it is the time to carry on some reform to solve them.Adopting the theory of System Science based on the data of maintaining and managing urban roads from 2001 to 2006, this thesis analyses the present situation in view of the management system, road facilities, maintenance funds, maintenance technology and maintenance machinery, proposes five main problems which restrain the development of the industry at present and finds the primary causes of those problems as well as summarizes the achievements of maintaining and managing urban road in Shijiazhuang since the Tenth Five-Year Plan.This thesis aims to provide theoretical basis and possible response options for the quick, long-term, sustainable development of maintaining and managing urban road in Shijiazhuang. The management system of longs management, custody unity and corporate confusion are the most fundamental among the five main problems of maintaining and managing urban road in the city of Shijiazhuang. This thesis puts forward the guiding ideology, general goals, constructive ideas and approaches, operation mechanism and implemention steps of market-oriented operation mode in maintaining and managing urban road by analyzing the current policy and reform measures in the field of our country and Hebei province and the practical situation of Shijiazhuang, some suggestions including the countermeasure of maintenance fund, informationization, mechanization and regulations standardization to solve four other problems existing in Shijiazhuang under the guidance of market-oriented operating mode and six security conditions to make sure the measures proposed in this thesis to be implemented.
