The greenhouse effect has caused the global temperature change and it is on intimate terms with our whole life.The Clean Development Mechanism(CDM), one of ways of reduceing greenhouse gas , proposed in "the Kyoto Protocol", enables both sides to choose the most superior way to carry on reducing the greenhouse gas, achieves the win-win goal.The paper analyzes the international society to reduce the greenhouse gas in recent years and introduces the present development situation about Chinese CDM project in the gross, focusing on feasibility analysis on Circulation Fluid Bed boiler co-burning 30% biomass CDM project and has developed the baseline methodology: project boundary; leakage;baseline,that is the substitution electrical network power rate n%, project itself not mixing biomass and the biomass to fall or discard causing decayed or burns down;appraising the project additionality and having the conclusion that there is not technical barrier by and large but by and large considered from the investment barrier and the universal barrier, accounting the reductions and making sure of the parameters selection and monitoring method.This article has carried on the detailed investigation and study to the domestic and foreign correlation literature and analyzing the baseline methodology about Circulation Fluid Bed boiler co-firing 30% biomass CDM project, and finally has determined the plan.Although the plan is not in its entirety and needs the further discussion, the paper has laid the foundation for the baseline and monitoring methodology for this kind of projects.
