The engineering background of this paper is management system of power cable of a power company. Owing to general MIS is unable to satisfy customer's requirement, GIS which is a new technology for managing both graphics and normal data is used in our project, and it can meet the demand of the project very well. Otherwise, the first step is just to deal with the data, which doesn't include data acquisition. The further step is obviously taking data collection into consideration, which consists of both manually and automatically. In order to achieve this target, this paper brings forward a model of power system based on GIS&GPS&GPRS. Actually, in power Industry every part from generating electricity, transmitting electricity, and distributing electricity to utilizing electricity, behaves the characteristic of extensity, complexity and etc. Those characteristics are incarnated by the equipments of power enterprise, but also embodied in production and management in the enterprise. Along with the fast development of our power Industry, these characteristics become more distinctly. Meanwhile, in order to run more economically, reliably and safely, it is hot research in online inspection of key instrument of electric power system nowaday. Therefore, challenge confronted by people of Power Corporation in manufacture and operation management is how to administer these complicated spatial resources more efficiently and how to collect monitoring data on real time. The paper had researched in the technical principle, peculiarity and application area of GIS, GPS and GPRS respectively, especially summarized their application domain in power Industry, meanwhile introduced a software or hardware production of their own. After that, the model of power system based 3S (GIS, GPS, GPRS) was put forward. Each part of the model was explained in detail. Any other available method in each part is compared. And two examples applied with the model in power domain are discussed. Last part of the paper is the first step already work of the management system of power cable.
