The energy consumption of the whole world present the trend of growth, according to statistics the energy consumption is growing as the rate of two percent. The growth of energy consumption in Asia is more evident, with an annual growth rate of 3.5 percent. It is estimated that energy consumption in 2050 will be 4 times than1975, and the construction energy consumption occupy the 11% to 15% of the total.increased year by year, and the energy consumption of public building was much higher, the new built construction from design to construction must comply with the requirements of energy-saving, but for the existed public building need energy-saving diagnosis and then make energy change transformation, so the energy-saving of existed public building become prominent. This issue mainly through energy audit and energy-saving tests for public buildings in Shenzhen,Haikou and Sanya city, to study the method of energy-saving diagnosis from action energy-saving,energy of management,energy consumption of building,preliminary energy-saving diagnosis for large public buildings.Fist of all, by collecting the energy consumption data of large public building both at home and abroad to analyze the energy consumption of building, find out the factors that affected the energy consumption of public buildings. Take the government,hotel and commercial buildings in Shenzhen,Haikou and Sanya city as example to do the importance analysis of the factors that affected energy consumption, and concluding that the sort of various factors.Secondly, put forward to the principles and related basis for methods of preliminary energy-saving diagnosis, to introduce target profile,notes of living tests,etection methods and steps,data of processing and analysis for energy-saving tests through the cold and heat source of HVAC,wind system,water system and indoor environment ect.Finally, to define the targets of initial energy-saving diagnosis from running and management,energy consumption of building,air conditioning system and indoor environment, also give a detailed description for how to determine the reasonable scope of various indicators. And then take the public buildings in Shenzhen,Haikou and Sanya city for case, to find out the problems in the operation and propose the solutions. In this paper, through doing the energy audit for public buildings and practice test for four public buildings in partial cities of hot summer and cold winter areas, bring out the preliminary the method of energy-saving diagnosis, and also to verify the indicator of energy-saving, to provide the basis and reference for the energy reformation.
