Recently, as the large public buildings develop fast, the issue of high energy consumption of them while working has gotten more and more attention. Usually, there is a lot of unnecessary energy consumption in this kind of buildings because of their particularities on architectural structure, function and equipments that consume energy in them. As a result, the conservation of energy of these buildings is so considerable that has been an urgent problem of to be solved in our country. Former researches say that there is 50% of electric consume used by air-conditioning system. Only from the adjustment of refrigeration system and cooling water system, the rate of energy saving is as high as 23.7%. Therefore, the energy saving of central air-conditioning is the most important part of large public buildings'energy saving.First of all, from the point of view about the whole process of energy saving, this paper analyses the energy saving potentiality on the phase of design, installation and acceptance check, management and maintenance when the system is working.Next, we discussed the methods and channels of energy saving on normal central air-conditioning system, and got the methods and appraisal index of equipment energy efficiency on cold source system,water system and air system. At the same time, this paper introduced the fundamental test contents of central air-conditioning system and the test ways which are used frequently.Thirdly, on the basis of research of energy saving diagnosis and improving in the past, the author defined a new concept which considered both of the need of cool capacity in extremity and the actual supply of the refrigeration plant room, we call it M, the proportion of dynamic loading. According to its definition, we divided it to different numeric regions. Then, we analysed the first step and potential on energysaving for each numeric region of M.Finally, combined with a real project——the energy saving on the central air-conditioning system, we measured those parameters included the temperature and humidity of each air-conditioned room, comfort level, the supply air temperature and velocity, the temperature of chilled water and cooling water both inlet and outlet, the flow capacity of chilled water and cooling water, the flow capacity of chilled pump and cooling pump, the pressure difference between the inlet and outlet of pumps, and the outside temperature and humidity. With the statistical analysis on the results of test and investigation, we got some conclusions. In view of existing situation above, this paper puts forward some proposals and steps on improving the energy consumption. The conclusions are valuable to design and operating of air-conditioning project.
