With the rapid development of market economy and modern logistics industry, customers pay more attention to the timely, accurate, convenient and other service characteristics in the choice of transport mode. However, railway freight transport operation philosophy is still stuck in the level of the planned economy, rarely from the customer's point of view, the quality of service in the fast carrier, scheduled transport into all aspects of railway transport production Under the background of the railway transport capacity greatly improved and freight transport system reform continuously promoted, it is necessary to change traditional transportation organization mode as well as take costumers' demands of timeliness for railway freight into account of wagon-flow organizing in marshalling station, which is an inevitable trend for the railway to adapt to the development of the market economy, and is also the fundamental change of the "customer oriented".This paper aims at the railway freight transport system, the wagon-flow which needs to be organized in marshalling station as the object of research, based on the diversified needs of customers. In order to meet the timeliness of freight transport as the goal, according to the limited time, the delay degree of wagon-flow, the type of goods and the level of customer, the dynamic classification of the arriving wagon-flow is given, and the method of determining the priority is studied. Furtherly, the wagon-flow allocation model is built. According to features of the model, genetic algorithm is adopted to work out the answer and example is set to check the model and the algorithm. The main content of this paper is as following:1.Based on the diversified needs of customers and limited time of railway freight transport, the arrival wagon-flow are leveled and the affecting factors in the freight priority are studied. Based on the analysis of the transfer rules, the Monte Carlo method is used to allocate the limited time of railway freight transport. As freight priority has various influencing factors, multi factor weighted average method based on single index evaluation method is built to work out the freight priority and give out the index, based on the limited time, the delay degree of wagon-flow, the type of goods and the level of customer.2. Based on the wagon-flow group number, source of departure trains and wagon-flow connecting time, adopting freight priority index and aiming at marshalling higher level wagon-flow flows first, the marshalling train wagon-flow allocation model based on freight priority is built. According to the features of the model, the genetic algorithm is adopted to work out the answer.3.Combining with the example, the priority for arriving trains is given, and the cost is arranged. By analyzing the constraints and taking the genetic algorithm, the departure trains set is worked out and train delivery plan for this period is worked out at the same time, which proves the feasibility of the model and the algorithm.
