The environmental problems of ocean pollution caused by ballast water are getting more and more serious, the nations of world and related organizations have attached great importance to this issue. Consequently, a compulsory convention, International Convention for the Control and Management of Ships Ballast Water & Sediments, has been adopted by IMO in Feb, 2004 requiring that ballast water must be treated before being discharged into the ocean around the year 2016, with corresponding standards. So the nations of world have been devoted to the study of ballast water treatment technologies in recent years, and there are more than 25 methods of ballast water treatment. Because of it's great advantages: high efficiency, environment accommodated, and no secondary pollution, low cost for operation and maintains, the method of UV (ultraviolet) is one of the most promising methods. This paper elaborates on the damaging impacts brought about by harmful marine species transferred by ballast water, introduces the responds of the international community to the problem of ballast water. Meanwhile, a comprehensive comparison is given to the methods of ballast water treatment which are either being used or under research at present. This paper also introduces the research achievements of UV technology used in ballast water treatment, elaborates on the principle and theory of UV destruction. Then this paper does some research on design on the UV reactor: design a piston flow reactor and compile computer software to calculate the UV intensity; design an annular reactor and compile computer software to calculate the UV intensity. At the end, this paper, taking a container vessel named "SITC-YOKOHAMA" as an example to research, reconstruct the ballast water system with the method of UV technology to treat the ballast water, which will serve as an effective recommendation and instruction to the following research.
