As the berths of China container port increasing in number, the vessels in harbor basin increase in number.Because the water area in harbor basin is inadequate, berths increasing in number will make operational frequency increaseing in harbor basin, there will be disturbance while harbor basin being used. When vessels are entering or departing harbor basin, safety evaluation of harbor basin navigation environment and operation rules of container ships need to be made.At the same time of keeping safety, there will be a series of problem when ships are entering or departing harbor basin, such as ship crowding, retention, low efficiency, etc. It need further study for these problems.At present, computer simulation applied to study on land area of port facilities and rear collecting and distributing system,for exemple, loading bridge allocating, container distribution in yard, turning-box and loading-unloading, and rear collecting and distributing system,etc.Few study consideres carrying capacity of harbor basin. While berths in harbor basin increases in number, it makes harbor basin becoming a restrictive factor and bottleneck in port capacity.On the basis of safety evaluation of harbor basin navigation environment, the paper research entry and departure of container ships in harbor basin.A case study of a port applied simulation has been made. This paper simulates the process of container ships entering and departing harbor basin, analysises and researchse system of port entry and departure of container ships in harbor basin, optimization of berth allocation, maximization of resource utilization of harbor basin, and finally solve the problem about retention, low efficiency ,etc.
