Along with large-scale economic development among countries in the world and progress in ship's technology, the marine transportation increases massively, also, vessels become larger and faster day by day. Thus, the way to enhance marine traffic safety become to be an notable topic. In order to prevent and reduce the traffic accident, ensure marine traffic safety and prevent the environmental pollution , each harbor gradually establish vessel traffic system by authority whose aim is to improve vessel traffic safety and protect marine environment. The harbor, as a termination of marine transportation, is not only a pivot of transportation but also a traffic convergent area, should take priority consideration in vessel traffic management. This paper constructs overall concept on traffic safety management concerning the development on traffic safety and its trend of research, in addition, it completes the analysis regarding navigation safety and accident of traffic in Taiwan coast and harbor area. In relation to harbor traffic safety and management, it also discuss the function of VTS , and additionally submit the method to promote safety and efficiency in traffic control. This paper evaluate and analyze the existing problem of Gaoxiong Harbor, and bring up the improving proposal.Using the job sequence could basically solve the problem of arranging vessel in/out bound traffic in the one way traffic fairway. AIS, come into force since 2004.Apr, by transmitting ship's dynamic , static status and voyage related information , provide great assistance to VTS in connection to traffic organization. For avoiding ship collision caused by ship awaiting in/out bound in congested water, VTC should organize the ship with proper arrangement of traffic orders, which could not only improve the safety of navigation, but also achieve the traffic efficiency. In this paper, we propose the major influence factors and their weighting in connection to traffic control in Gaoxiong harbor area, and applied to the optimum model of in/out bound traffic arrangement. The authors also use the real data to verify and make comparison of result conducted by VTS operator or using the optimum model. The model of this research could be an considerable reference in the subsequent approach in the field of constructing the model of composite vessel traffic organization.
