| There exists the serious water shortage and pollution problem in China,it is one of the countries with the least water resource per capita in the world.Moreover,with the rapid development of economy and the fast growth of population,the total water consumption is increasing year by year,and the production pollution problem is becoming more serious.The lack of public water-saving awareness has made water utilization efficiency low,water resource shortage serious.Therefore,it is of great practical significance to develop the construction of water-saving society.However,the existing water-saving society construction experience is insufficient,most of the water-saving construction evaluation methods have certain limitations,regional water-saving measures are not comprehensive.In view of this,it has become an important direction to explore the water-saving society to comprehensively evaluate the effect of water-saving construction,construct a perfect water-saving index evaluation system and put forward reasonable measures in the construction of water-saving society.Based on relevant policies and basic connotation of water-saving society,this paper takes the construction project of water-saving society in Siyang County as the research object.Firstly,according to the current situation of water resources in Siyang County,an evaluation index system conforming to the actual situation of Siyang County was established.Then,the main problems existing in water-saving construction were investigated and analyzed,the overall goal and main tasks of the water-saving society construction in Siyang County were elaborated.Furtherly,the improved fuzzy comprehensive evaluation method was used to evaluate the overall degree of water-saving project construction in Siyang County.The main research results are as follows:(1)This paper expounds the basic connotation of water-saving society and related basic theories,namely the theory of social circulation of water resources,the theory of sustainable development and the theory of carrying capacity of water resources.The basic characteristics of the construction of water-saving society was introduced and the influencing factors in the process of water-saving construction were analyzed,such as economic factors,water resources factors and the conditions of water-saving potential.Based on the existing water-saving reform project in Siyang County,the effect and management measures of water-saving construction were analyzed,then the existing problems in water-saving construction were put forward.(2)Based on the actual situation of water saving in Siyang County,an evaluation index system for the actual situation of Siyang County was established.The index system includes 5 first-level indexes and 18 second-level indexes,covering social economy,production,life,ecology and water resources management,et al.Moreover,the connotation and evaluation criteria of each evaluation index were defined.The combination weights of each index in the system were determined by the CRITIC combination weighting method based on analytical hierarchy process-entropy method.(3)From the aspects of physical geography,river system,social economy and water resources development and utilization,the relevant index data of the construction of watersaving society in Siyang Country in 2020 were obtained.The existing fuzzy comprehensive evaluation method was improved through the application of CRITIC combined weighting method,multiplicative summation operator and weighted average principle,and various indexes and the overall level of the construction of water-saving society in Siyang Country were evaluated.The final evaluation score was 0.735,and the overall level reached a good stage.In view of the problems existing and comprehensive evaluation results in the construction of water-saving society in Siyang Country,the corresponding reasonable countermeasures and suggestions were put forward.To sum up,the research results of this thesis can provide some guidance and reference for the comprehensive evaluation of the construction of water-saving society and water-saving measures in the southeast coastal region. |
