With the rapid development of the national economy, the continuous improvement of people's living standards and the rapid development of power industry, Chinese power development has entered the new stage of large power grids, large units, high-parameter, UHP, automation, and information. And electric power has become indispensable means of production in economic development and means of subsistence in people's life. Therefore it is very important to ensure safe and reliable supply of electric power. Grid collapse and the large area power outage, will not only cause huge economic loss and the impact on people's normal life, but also endanger public safety and result in serious social cost. It has become a major trial of power enterprises how to ensure the safe and stable operation of power grids. Practice at home and abroad shows that safety and reliability management is an effective management mode for power grids, and can effectively prevent power grid stability accidents and collapse accidents. Improve the safety and reliability of power plant operation can greatly enhance economic efficiency, and has tremendous study prospects.Power plant safety and reliability management have come to China for about 20 years. At present, the statistic field and application area of safety and reliability are gradually expanding, manager's understand for safety and reliability is gradually increasing, the application of safety and reliability management in electricity production is more and more extensive and in-depth.The subject introduced the basic theory of power system security and reliability, discussed the study status at home and abroad and development trend of power generation system security and reliability. And comprehensive safety and reliability evaluation methods are proposed on this basic.Combining scattered sampling technique with importance sampling method, an improved importance sampling method for power system reliability evaluation is proposed. The evaluation results by the proposed method are compared with those by conventional sampling method and conventional importance sampling method.On the basis of systemic analysis for power plant safety and reliability management, the whole safety and reliability management system is designed preliminarily. The systematic function module is designed, and the hardware and software environments of the system are determined.The power plant safety, reliability management system analysis conducted on the basis of safety and reliability of conducted a preliminary design, design of the system function modules, and to determine the system's hardware and software environment.
