How to solve the traffic contradictions in central district of XI'AN city through traffic organization and management planning to improve the transportation efficiency, as well as, to keep the traffic unblocked and sustainable development is a problem to be investigated urgently. Therefore, the topic of this paper is valuable both in practical application and theoretical research..The paper enumerates some practical experience at home and abroad, then on this basis, the paper summarizes some counter measures and methods which are commonly used in solute traffic of domestic and international central district of cities at present .Then makes some theories research for the same traffic problem of the centre districtBased on the thorough analysis of transportation present situation, the author pointed out there have traffic organization confused ,volume of traffic was large, going through traffic was big, the vehicle speed was low, delays in a big way, transportation service level low status traffic problems in central district of XI'AN city. To resolve the traffic contradiction , a way of traffic organization and management planning was suggested.For the traffic problems in central district of XI'AN city, from lead urban setting to reasonable , Improves the road intersection, the rotary island, the bicycle and the pedestrian traffic facility, the optimized transportation structure, the use leg organization single line, optimize the traffic composition, and balance the traffic resources in space and time and other aspects point out the strategy and suggestion on traffic organization and management in central district of XI'AN city.
